SUMMARY OF 68TH ANNUAL SESSION MINUTES
JANUARY 17, 18 &19 2003

The 68th Annual Session of the State Council of Cabrillo Civic Clubs of California, Inc. was called to order Friday, January 17, 2003, at 1:20 p.m. by State President Richard Borges. Marshal Frankie Scialo led the Pledge of Allegiance, which was immediately followed by a moment of silence for ill and deceased members. Master of Ceremonies Greg Mancini offered the Invocation.

State Secretary Jacqui Austin called roll and the agenda was approved. Host City President Debbie Mancini and Greg Mancini welcomed all in attendance and reviewed the day’s schedule.

State Secretary Jacqui Austin read the minutes of the 67th Annual Session, which were approved as read. The presentation of correspondence received immediately followed.

State Treasurer Annamarie Barros presented the Treasurer’s report and proposed budget for 2003.

District Governor, State Director and State Officer reports were given.

Under Unfinished Business representatives from both Hilmar #30 and Chino #31 reported their clubs had been incorporated and are awaiting receipt of tax exempt status. Santa Clara #21 is closed and preparing final documentation for delivery to the State Council.

Standing & Special Committee Reports: All Sports Steven Barra total monies raised $2,851.00; Americanization Joe Coelho 156,828 new citizens, 538 being Portuguese; Cabrillo Day North Darlene DeAnda Yolo Co. Bd of Supervisors proclaimed 09/28/02 as Cabrillo Day in Yolo Co.; Cabrillo Day Central Judi Serpa Cabrillo Day at the Races held October 6, 2002 at the Big Fresno Fair; Cabrillo TIPS Denise Gann 1,630 mailed at $656.01; Civic Affairs Frankie Ferreira totals for 2002 were $40,305.65 to 103 charities and 163,142 volunteer hours; Constitution & Bylaws Neil Anderson revised Constitution & Bylaws have been posted to Cabrillo’s website, received one Resolution regarding funding State Board meetings; Convention Marg Ayres thanked all in attendance; Finance & Audit Ken Costa committee developing audit plan for annual audit; Liability Insurance Breck Austin anticipating 19% renewal increase for both General Liability and Directors & Officers policies; Membership Carol Ann Sampietro 2,573 members, decrease of 100; Publicity Sharon Toste books in both categories received; Scholarship & Portuguese Education Loraine Brown Santa Clara #21 schools transferred to Santa Cruz #24; Standard Rules & Guidelines Joe Coelho book updated, revised Bylaws inserted; State Organizer North Robert Lawrence need to consider different direction in increasing membership; Youth Irene Santos Jr. Cabrillo Civic Club Resource Handbook complete for use in formation of Jr. Cabrillo Civic Clubs; Portuguese Immigrant Week Helen Groh festivities planned March 9-15, 2003; Web Page Coordinator Neil Anderson new content added to website at www.cabrillocivicclubs.org;

Reports of Past State Presidents RuthAnne Lemos/Past State Spouses Frankie Ferreira thanked Tulare #12. Topics discussed: levels of membership; add timeline to State Director’s report form; adjust method of introduction of local club presidents; ideas to increase Friday night participation; subordinate clubs submit news items to the TIPS editor; send survey to members requesting their desire at State Board and Annual Session meetings.

Under New Business following motions carried: establish Past State Spouse Scholarship Fund; reporting periods added to State Director’s report form; remove letterhead from website; receive Treasurer’s report for inclusion in annual audit; appoint committee to investigate scheduling, planning, number of days required for State Convention & Board meetings; San Luis Obispo #15 to report Cabrillo Day activities to Cabrillo Day Central; appoint committee to investigate establishment & implementation of more economical method of delivering the TIPS; approve payment of insurance premium renewal; award 90 scholarships in 2003; approved resolution regarding funding State Board meetings & Scholarship Screening; pay administrative expenses to Historian/Publicity; appoint committee to research the development of a more efficient membership card system; April 2003 State Board meeting to be held April 24-26 at Radisson Inn in Fresno; approved proposed 2003 budget.

Under GOOD OF THE CLUB many congratulatory comments extended to State President Richard Borges and to Tulare #12.

Installation Luncheon held with State Officers, District Governors and State Directors installed by Installing Officer Judi Serpa and Installing Marshals Frankie & Irene Ferreira.

2003 State President Carol Ann Sampietro announced her Standing and Special Committee Chairpersons and adjourned the meeting at 2:55 p.m.
